This is one of those novels that after you finish, you have more questions than you did while reading. Niven Pournelle's Hell, is that. Hell. But it does seem like a sense-less Hell, if nothing more. In this Hell, people are tortured for eternity, for what amounts to be petty crimes, while true evil is placed at the mind of the Person that devised it. The novel does make one think. What sort of being could or would devise such a place. It takes sadism to eternal lengths. There are moments of comedy, it is not a bleak novel at all. The bleakness is in the depiction of a malevolent and downright sadistic God.
