A charming short story, part of a three part offering by Wolfe in the collection Again, Dangerous Visions from 1972.
A biplane afficionado builds a World War 1 Fokker Triplane and on one flight encounters an observation baloon, which at first seems to be from WW1 but the pilot makes a serendipitous discovery about how his plane, a kind of time traveller of its own, has found something just as much out of place.
